En este artículo se analiza la percepción social y política de los temas relacionados con la gestión del agua en España, mostrando cómo se ha pasado de una lógica hidráulica y sectorial (agraria), canalizada a través de los ministerios de Obras Públicas y Agricultura, a otra integral y multifuncional, en la que se valoran sus implicaciones territoriales y en la que asume protagonismo el ministerio de Medio Ambiente. En ese contexto, se analizan las nuevas orientaciones de las políticas de desarrollo (...) rural, especialmente en lo relacionado con la gestión sostenible de los recursos hídricos en la agricultura y sus efectos sobre el territorio. La diversidad del regadío agrícola en España es analizada por los autores, proponiendo una tipología de zonas regables con problemas de eficiencia, y valorando en qué medida las acciones contempladas en el nuevo Reglamento europeo de Desarrollo Rural (FEADER) pueden ser un instrumento útil para avanzar en la sostenibilidad ambiental de dichas áreas. La conclusión de los autores es que la utilidad de esta nueva política de desarrollo rural dependerá de que exista una adecuada cooperación entre los departamentos de agricultura y medio ambiente a nivel regional. The COVID-19 pandemic marked a before and after for the global economy, and one of the most affected sectors was the health sector, where rising costs in medical care, protective equipment and infrastructure, coupled with a decrease in income from other regular services, led a large part of health centers such as public and private hospitals to resort to unethical accounting practices for the manipulation of their financial information (creative accounting). These events of financial depression and relaxation of controls during (...) the health emergency allowed the creation of a "favorable" environment to distort financial statements through techniques such as premature recording of income, undervaluation of expenses, among others, to evade taxes and take advantage of the benefits imposed by governments to promote humanitarian aid and prioritize health care. The purpose of this article is to highlight the most common creative accounting practices that were applied in the health sector in Latin America during the COVID-19 pandemic and the consequent effects it had on the economy and on the governmental control of the countries in the region for the detection of these practices. Conservativity in generalized quantifiers is linked to presupposition filtering, under a propositions-as-types analysis extended with dependent quantifiers. That analysis is underpinned by modeltheoretically interpretable proofs which inhabit propositions they prove, thereby providing objects for quantification and hooks for anaphora.

The work of Rainer Forst constitutes the third generation of the Habermasian School. In Das Recht auf Rechtfertigung [The right to justification] (2007) Forst develops a constructivist approach to justice in a serious effort to find a systematic basis for ‘critical theory’. In this article the relevant arguments of this approach are critically analysed. The position developed in the work of Forst appears to be characterized by a fundamental ambiguity because it oscillates between two irreconcilable points. On the one hand (...) Forst seems to admit the necessity of something like the ‘unconditionality of moral law’ presupposing a kind of Kantian transcendentalism beyond constructivism. But on the other hand, he turns back to a more Habermasian constructivist or proceduralist theory. The ambiguity implicit in Forst’s philosophy is that it does not find a compromise between these two approaches to discursive theory so it fluctuates between them, needing the logical support of both poles. O texto faz uma reflexão teórica a partir de Benjamin, Arendt, Foucault e Agamben. Em um primeiro momento faz-se uma análise da assertiva benjamineana de que “tornamo-nos muito pobres de experiências liminares”. Em seguida associamos essa idéia de “aniquilamento das transições” à idéia de homogeneidade e efemeridade da experiência urbana contemporânea. A partir desse ponto o texto articula essa homogeneidade com uma idéia de empobrecimento da esfera do comum, ou seja, do político, em prol de uma “gestão de necessidades”: a (...) gestão como sucedânea do político, que se refletiria na produção contemporânea do espaço e na “construção do comum”. RESUMEN Para Hegel, el rendimiento supremo del pensamiento consiste en hallar un terreno en el cual se pongan en evidencia las dimensiones primarias de la realidad. Por esta vía consigue desarrollar uno de sus planteamientos más interesantes en la Ciencia de la lógica, a saber, el concepto de realidad efectiva. Este artículo elabora esa visión de la realidad comentando cuidadosamente lo que Hegel desarrolla allí. Al final muestra que la realidad absoluta es a la vez diferenciación en multiplicidades existentes e (...) inversión de esa contingencia en absoluta necesidad, es decir, se pone como contingente para recuperarse a sí misma en la necesidad. ABSTRACT For Hegel, the supreme performance of thought consists in finding a terrain in which the primary dimensions of reality become evident. In this way, he develops one of his most interesting approaches in the Science of Logic, namely, effective reality. This article elaborates this view of reality by carefully commenting on what Hegel develops therein. At the end, he shows that absolute reality is both differentiation into existing multiplicities and inversion of that contingency into absolute necessity, i.e., it sets itself as contingent in order to recover itself in necessity. Cultural routines, such as reading and writing direction (script direction), channel attention orientation. Depending on one's native language habit, attention is biased from left‐to‐right (LR) or from right‐to‐left (RL). Here, we further document this bias, as it interacts with the spatial directionality that grounds time concepts. We used a spatial cueing task to test whether script direction and the grounding of time in Portuguese (LR, Exp. 1) and Arabic (RL, Exp. 2) shape visuomotor performance in target discrimination. Temporal words (e.g., (...) tomorrow, yesterday) were presented as cues in two modalities: visual (Exp. 1–2) and auditory (Exp. 1). Gaze movement (Exp. 1) and speed of discrimination decisions (Exp. 1–2) of targets presented to the left or right sides of the screen were assessed. As predicted, the interaction between target location and time concepts was significant across both modalities and linguistic communities. Additionally, LR participants detected the target on the right side of the screen faster after a future word than the target on the left side of the screen after a past word cue. In contrast, RL participants detected the target on the left side of the screen faster when the cue word was a future word than the target on the right side of the screen cued by a past word. In both modalities, the initial eye‐gaze movement (Exp. 1) was responsive to the cue's time referent, further confirming that time orients attention. An additional bias was observed for the first fixation onset, which landed earlier on the target set that matched habitualized spatial routines. We conclude that scanning regularities are shaped by writing habits and bodily grounded categorical features. (shrink)

El artículo presenta los principales estudios de Juan Carlos Rodríguez (1993, 2017), Fredric Jameson (2013, 2015) y Bolívar Echeverría (1996, 1998) que abordan el surgimiento de la modernidad, su impacto en la esfera de la cultura y la subsiguiente constitución de un tipo específico de individualidad. A partir de ciertos conceptos clave, aquellos ofrecen una explicación de las relaciones entre la economía de mercado que empieza a surgir en la transición que va del feudalismo al capitalismo y ciertas disposiciones que (...) aparecen en determinados productos culturales y comienzan a considerar al individuo como un sujeto que se autodetermina libremente, lo que da cuenta del hecho de que la ideología manifiesta un carácter constructivo. Analizando similitudes y diferencias, el texto propone una lectura complementaria de todos ellos argumentando que hacen referencia, de formas originales, a un fenómeno común. (shrink)

This article deals with the relation between a theory of law and a theory of legal reasoning. Starting from a close reading of Chapter VII of H. L. A. Hart's The Concept of Law, it claims that a theory of law like Hart's requires a particular theory of legal reasoning, or at least a theory of legal reasoning with some particular characteristics. It then goes on to say that any theory of legal reasoning that satisfies those requirements is highly implausible, (...) and tries to show that this is the reason why not only Hart, but also writers like Neil MacCormick and Joseph Raz have failed to offer a theory of legal reasoning that is compatible with legal positivism as a theory of law. They have faced a choice between an explanation of legal reasoning that is incompatible with the core of legal positivism or else strangely sceptical, insofar as it severs the link between general rules and particular decisions that purport to apply them. Practical truth is not so much the truth of propositions as that inherent in getting things rightly done. The purpose of the contribution ist threefold: firstly, to trace back practical truth to its Platonic origins; secondly, to show how Aristotle -refering, unlike to Plato, expressis verbis to the concept of practical truth- was faithfiil to those Platonic origins while at the same time departing from Plato on account of his less intellectualist approach of right amd wrong doing; and thirtly to (...) show how Johannes Duns Scotus', in developing his conception of human theology as a practical science, explicitly drew on Aristotle's concept of practical truth but departed from him in those respects in which he rather sided with Plato. En las dos últimas Cartas a Serena (1704), John Toland estudia las concepciones del movimiento presentes en Baruch Spinoza e Isaac Newton. Frente al primero, Toland advierte que no dio un paso que su sistema le exigía, a saber, declarar el movimiento esencial a la materia. Frente al segundo, su advertencia es diferente: Newton sí habría dado ese paso, aunque no habría expuesto públicamente todas las consecuencias que se derivan de este. In this paper, the author tries to show that Neurology and Psychoanalysis are irreducible to a common methodological pattern. Emphasizing the biological, chemical and physical basis of Neurology, the author puts forward the case of dream, as a phenomenon only attainable through the psychoanalytical approach. The psychoanalytical access to dream is discussed at length, and questions like the relationship between awake and dream I are considered.

Nos dias atuais, o avanço da Teologia da Prosperidade não pode não ser observado tendo em vista o número crescente de igrejas neopentecostais que adotam o princípio de um Deus Cristão diretamente vinculado às questões de prosperidade, uma vez que ser bem sucedido financeiramente requer a aprovação de um deus acionável e subserviente. Assim, surgem questionamentos sobre as diferenças existentes entre a TP e a conhecida Teologia da gratuidade encontrada na Bíblia. Concordamos com Moltmann ao assumir que a ressurreição não (...) esvazia na cruz, mas a preenche de significado. A partir dessa perspectiva, percebemos que a relação com o Pai não é mais marcada pela onipotência, mas pela entrega e solidariedade no abandono, ou seja, a relação não é mais marcada pela disputa da onipotência, não é mais medida e orientada pelo narcisismo e pela privação como renúncia de instintos exigida pelo Deus da ilusão com vista a uma retribuição como justiça final, mas pela analogia.
